Data Center Electric Rates by Utility
Large-Load Tariffs, Decision Dates and Household Bill Impacts in 45 States
105 utility and commission filings on how data centers and other very large power users pay for electricity, with where each one stands, what gets decided next, and what each says about household bills.
See What Gets Decided NextUpdated October 29, 2026. Full dataset available as a CSV download.
Utilities, regulators and legislatures in 45 states have filed, adopted or opened proceedings on special electric rates for data centers and other very large power users. This tracker lists 105 of those filings in one place: the docket number where one is public, where each one stands, the next scheduled decision, what the commission or utility has said it means for a household bill, and the terms intended to keep large customers' costs from shifting to other customers. It is compiled by Metro Colo Advisory from commission orders, utility filings and earnings disclosures, EIA data, and news coverage of commission documents, as part of our data center consulting work on power, site and cost questions.
These rules also shape what it costs to run a data center, since power is one of its largest operating costs. Our data center cost breakdown shows how power pricing flows through to what space costs, and our guides to powered land and powered shell data centers cover how confirmed utility capacity affects site value. Companies that would rather not sign a utility contract directly often lease finished capacity through wholesale colocation.

What the Filings Say About Household Bills
23 of the 105 filings include a stated figure or claim about residential bills. Some are increases approved by a commission, some are a utility's own estimate of savings from new large customers, and some are figures reported from commission documents. The table shows each one as stated, with who said it. Most filings do not state a household figure at all. Where the filing is a general rate case, the figure is for the whole case, not the data center portion alone.
| State | Utility and filing | Household bill figure, as stated |
|---|---|---|
| Virginia | Dominion Energy Virginia (Virginia Electric and Power Co.)general rate case with new large-load rate class; PUR-2025-00058 | +$11.24/month (7.5%) in 2026 and an additional +$2.36/month (1.5%) in 2027 for typical residential customer using 1,000 kWh/month (SCC final order) (whole rate case, not the data center portion alone) |
| Virginia | Dominion Energy Virginia (Virginia Electric and Power Co.)rider proceeding allocating transmission costs to large loads; PUR-2026-00056 | +$0.94/month for typical residential customer, down from $2.90/month proposed (Rider T1 final order) |

How Big the Requests Are Next to the Grids That Would Serve Them
Utilities report data center demand in different ways: signed contracts, agreements in negotiation, or every request in the queue. Requests are not demand. Utilities say some are duplicates or speculative, and some will not be built, so a pipeline can exceed a utility's entire peak load. The comparison below puts four reported figures next to a reference point for that system or state so the scale is readable. Each figure keeps the utility's own term.
Navy: figure as reported by the utility or state. Gold: reference point. Reference sources: utility disclosures, NYISO, and EIA State Electricity Profiles (2024).
For regional context, two of the largest grid operators set new records this summer: ERCOT reached 91,134 MW on July 22, 2026 (ERCOT, preliminary) and PJM about 168,000 MW on July 2, 2026 (PJM preliminary estimate, which adds back demand response). AEP Texas alone reports executed letters of agreement for about 49,000 MW of new load by 2031, a figure that includes loads that are not data centers.
The Protections Built Into These Tariffs
Most new large-load tariffs are written to keep a data center's costs on the data center if it uses less power than promised or leaves early. 56 filings in the dataset describe adopted or proposed terms for large customers (inquiries that only list topics are not counted). Of those:
Minimum payments
29 filingsCustomer pays a set share of contracted demand (often 60% to 85%) whether it uses the power or not.
Long contracts
26 filingsTerms commonly run 10 to 20 years, often with a ramp period at the start.
Collateral or deposits
23 filingsLetters of credit, cash or deposits sized to the costs other customers would otherwise carry.
Exit fees
19 filingsLeaving early means paying remaining minimum charges or the unrecovered cost of upgrades.
Counts are filings whose stated terms mention each protection; one filing can include several. Full terms for each filing are in the CSV.
Whether these terms are enough is argued in many of these dockets. Consumer advocates in several states have challenged settlements as too lenient, and some data center customers argue minimum payments are too high. The tracker records what was filed and decided, not who is right. For a national list of large-load tariffs, the Smart Electric Power Alliance also keeps a tracker (SEPA).

How This Tracker Was Built
What is included
Filings before state commissions (and a few legislatures, public power boards and FERC) that set or change rates, contract terms or interconnection rules specifically for data centers or other very large loads, plus special contracts with named data center customers. Ordinary rate cases are included only when they create a large-load class or tariff.
Where the facts come from
Commission orders and dockets first, then utility filings and earnings disclosures, then news reports that quote commission documents. Each row carries its source links and a confidence rating (high when confirmed in a primary document, medium when confirmed only in secondary coverage).
How figures are stated
Bill impacts and load figures are kept in the words of whoever stated them, with the source named. We do not convert a utility's pipeline into a forecast or add up figures that use different definitions. Where a parent company reports a figure, it stays at the parent level.
Independent check
Rows were re-checked against their sources by a separate reviewer before publishing, and rows that could not be tied to a real filing were removed. Rows rated medium confidence rely on secondary coverage; the rating is in the CSV.
Who compiled it
Metro Colo Advisory advises companies on data center sites, power and colocation. The tracker reports filings as stated and takes no position on them.
Updates
The calendar and statuses are reviewed as dates pass. Corrections are welcome through the contact page; send the docket number and the document.
Frequently Asked Questions
What is a large-load tariff?
A large-load tariff is a set of rates and contract terms a utility applies to customers that use far more power than ordinary businesses, usually above a threshold between 15 MW and 150 MW. Many require long contracts, minimum monthly payments, collateral or exit fees so that the cost of serving the customer stays with that customer.
Do data centers raise residential electric bills?
It depends on the utility and the terms. In this dataset, 23 filings state a household bill figure. Some are approved increases from rate cases that also created data center rate classes, and others are utility estimates of savings from spreading fixed costs across new large customers. Figures from general rate cases cover the whole case, not the data center portion alone, and most filings do not state a household figure.
Which states have adopted data center rates?
In this dataset, 51 filings are decided, adopted or in effect, including Virginia, Ohio, Georgia, Indiana, Michigan, Missouri, Kansas, Idaho, Oregon and others. Use the state filter in the table above to see each state.
What decisions are coming through early 2027?
Scheduled items include the New Jersey BPU stakeholder meeting on Nov. 4, 2026, a Louisiana PSC session on the Entergy and Meta expansion set for Dec. 16 (as reported), the PUCO decision on AES Ohio due Dec. 18, a Texas PUCT decision on large-load transmission costs in December, an Arizona vote on the APS rate case by Dec. 31, and Virginia's GS-5 rate class taking effect Jan. 1, 2027.
Is a utility's data center pipeline the same as future demand?
No. Pipelines and queues often include duplicate, speculative or early-stage requests, and utilities define them differently. The tracker keeps each utility's own term so figures are not compared as if they mean the same thing.
Can I use this data?
Yes. The data is free to use, including in news coverage and research, with credit to Metro Colo Advisory and a link to this page. The full CSV includes source links for every row.
