Power and the Hillsboro Moratorium

Hillsboro's supply is limited by power, land inside the urban growth boundary and, since 2026, local policy. Portland General Electric has announced $6.5 billion of clean energy and grid investment over five years, and Oregon's POWER Act created a separate customer class for data centers of 20 MW and up. The City of Hillsboro has also placed a 120-day moratorium, starting in mid-2026, on applications for new and expanded data centers. For colocation buyers, the effect is that existing, powered space in Hillsboro is scarcer than ever, and worth securing early.

Prineville Data Centers, The Dalles and Eastern Oregon

Outside Portland, Oregon's data centers are mostly hyperscale campuses built and run by the companies that use them, attracted by land, power and tax incentives.

Prineville data centers

Meta built its first company-owned data center in Prineville more than 15 years ago and has expanded it into a multi-building campus. Apple runs a campus nearby. Both sit in an enterprise zone, which abates property tax on new improvements for a period. Colocation in Central Oregon is limited to small local operators around Bend.

The Dalles data center

Google built Oregon's first data center in The Dalles in 2006 on the Columbia River, drawn by land, a temperate climate and renewable power, and has expanded it several times since.

Boardman and Hermiston

Morrow and Umatilla counties host large hyperscale campuses near the Columbia River. Like Prineville and The Dalles, they are built for single owners rather than colocation tenants.
